When a commercial EPC is required
Non-domestic buildings generally need an EPC when they are constructed, sold or rented out, subject to specific exemptions. Where a valid EPC already exists, it can normally be reused during its 10-year validity period unless a newer certificate has been produced.
The assessment route depends on the complexity and features of the building, so assessor competence must match the premises being assessed.

Commercial EPC and MEES
For privately rented non-domestic property in England and Wales, the current MEES rules generally require relevant properties to achieve at least EPC E unless a valid exemption applies. The duty applies to the relevant property and tenancy, not simply to every commercial building with an EPC.
A commercial EPC therefore becomes part of a wider compliance decision: establish the current rating, confirm whether the MEES rules apply, then determine whether improvement or a valid exemption route is required.
