What sampling can confirm

HSE states that the only way to confirm definitively whether a suspect material contains asbestos fibres is to analyse a representative sample. Bulk analysis can identify whether asbestos is present and, where present, the asbestos type or types detected.

Sampling is useful when the question is specific — for example a suspect textured coating, board, insulation product, floor tile or cement product — but it does not automatically provide the wider building information that a properly scoped asbestos survey is intended to deliver.

Competent sampling and accredited analysis

Taking a sample can release fibres, especially from higher-risk materials, so HSE recommends sampling by a suitably trained and competent person such as a competent asbestos surveyor or analyst.

For laboratory analysis, HSE requires competent analysts in laboratories accredited to ISO/IEC 17025. In Great Britain, the accreditation recognised by HSE is provided by UKAS.

Choose targeted sampling when

You need to confirm a specific suspect material and already understand the location and limited scope of the question.

Choose a management survey when

You need building-wide or area-wide information to support an asbestos register and management arrangements during normal occupation.

Choose an R&D survey when

Planned refurbishment or demolition may disturb concealed materials and the work area needs intrusive investigation before construction begins.

A negative sample only answers the sampled material

A laboratory result should not be stretched beyond its scope. If several materials, rooms or hidden construction elements are in question, the right next step may be broader sampling or a properly scoped survey rather than assuming one result represents the whole property.
